Feature: Allow enabling Multi Factor Authentication per application

Description: Currently there is an option to configure MFA for the entire tenant, i believe it is required to include an option to enable it per application.

Use-case: On my tenant there are multiple applications configured for different customer environments. some of them are using their own MFA, i would like to select specific applications that will be using MFA, which is currently not available.

You can enable MFA in actions. We have a metadata flag on the organization level, but you could probably do something very similar using client metadata.
