Actions Editor Issues

Using several browsers I cannot use the editor to create or edit an action. The cursor just jumps around and does not go where I am putting it Different characters show up randomly while typing if anything. Anyone else experiencing this? I do not get this behavior anywhere else that I can see and the rules editor is fine.

I was attempting to convert some simple rules to actions and have never used them before but his is odd.

It works once I figured out the cursor just isnt going to be in the correct location. Strange.
