In recent couple of days we have experienced various issues with admin users being intermittently able to login to our Tenant.
I have been trying to reset Tenant Members or change our subscription but I am unable to get Teams to work - You are not allowed to see the information on this page because you are not an account administrator. (nor is anyone else in the org)

It sounds to me like you are trying to access the Tenant dashboard instead of the Teams dashboard.
If you are trying to log in to the Auth0 Tenant dashboard to manage your tenant members, please go to your Tenant settings.

For the Teams dashboard, please go to https://accounts.auth0.com.
