Feature: Standalone step-up authentication
Description: Currently step authentication is strongly coupled to the login flow. Specifically step-up is tied to the device, if the users fails to remember device at step-up again when they log back in they are forgotten again. As a payments product we would like to be able to control these as independent flows.
