Is it possible, at least, after enrollment with SMS, prompt email as factor after login step.

However, SMS is always sent first at login. Then I can use email by selecting ‘Try another method’.

That is true. And you would like email to be the default factor?

Not that I can find. Since email MFA is intended as a supplement (it isn’t truly a second factor after a password) to SMS, it isn’t able to be set as the default.
