How to enforce phone message MFA (only one) at the time of Signup and later on allow switching to authenticator?

Hi team,

Is it possible to enforce phone message as a default and only MFA at the time of SignUp?

Use case that we have is to capture users phone number as a user profile info, and also make it mandatory MFA at the time of sign up which forces user to enter number that they own.

Later on user can switch their MFA to authenticator using option provided in the settings.
