This article explains why some custom CSS added to a custom form does not show the changes in the UI.

Cause
Custom CSS changes/additions are not currently reflected in the Forms for Actions UI.
Solution
To view the custom CSS, first publish the changes in the Forms for Actions UI and view the form on a testing site.
