I would like to set whether to send welcome mail or not due to the difference in the database registered when creating an account (dbconnections / signup). Please teach me.

You can turn off your welcome emails by following the instructions here: Customize Email Templates
There is a toggle at the top of the page, where if you turn it off, the email will not send out anymore.
