Under Developer Pro, one of the features of this price range is “Employees”. How does Auth0 determine that a user is an employee of my company?

I guess it will be based on the email domain or something that clearly identify a person to be an employee of a company
The point is quite important, since the difference in cost between External Users and Internal Users in the Developer Pro tier is significant. I am trying to make a case to my manager to upgrade, but i need to explain to him how does Auth0 determine if a user is Internal or External.
Here is an example:
we are using an AD connector to login our users, they type their domain name and password and login to a web app. Would these users be classified ad internal or external users? These users might be consultants, not necessarily employees.
