Email factor not displayed for MFA enrollment

Problem statement: I have configured MFA in my tenant to use both OTP and Email - Why isn’t Email showing up as an option for users to enroll?

Solution: In this case Auth0 will force the user to enroll in the most secure available factor which is OTP. Email is not considered a true MFA factor and intended only as a secondary option when a primary factory is unavailable.
